Louis Blanc and Constantin Pecqueur, who advocated public ownership, worker-managed industries, and parliamentary democracy during the Revolution of 1848 in France were the precursors of the socialism accepted by the modern social democratic parties. A more precise formulation of democratic socialism was worked out by the Fabians in England.

A la suite du parti soviétique, la plupart des partis communistes (...) admettent que la prise du pouvoir par un parti ouvrier peut s'effectuer par la voie légale. Les oppositions entre les partis socialistes et les partis communistes subsistent néanmoins, du fait que les premiers opposent le socialisme démocratique et (...) le socialisme personnaliste, respectueux de la personne humaine, à ce qu'ils appellent le "communisme totalitaire". Ce ne sont donc plus les moyens, mais l'objectif final, qui séparent les deux partis ouvriers.
